A pork picnic has nothing to do with eating ham on a plaid blanket in the woods. It's another name for the shoulder cut with the shank (or "hock") still attached. This is a relatively cheap cut because it is easier for the butcher to remove and comes with the bone. Picnic ham is great for pulled pork sandwiches and other barbecue dishes because it goes along way. If cooked properly, this cut comes out packed with flavor and wonderful textured meat. You can smoke it for much longer than a Boston butt, for example. Another reason people love this cut is because the meat comes out soft and stringy, with a wonderful pork texture.
